A merchant applies to sell

POST
/v1/marketplace/sellers/apply

Records an application in state applied, with no store bound yet. Authorised against the body's own merchant_id, so a merchant owner applies only for themselves. A repeated application returns the existing row with 200 rather than 409 — a double-click is not an error.
