The shopper confirms a shipped order received

The signed-in shopper says the parcel arrived: a shipped order moves to completed, the same step the seller's fulfilment route takes, under the same row lock, with one completed event and the tracking number and carrier left as they were. The seller-completes path is unchanged. FENCED LIKE THE ORDER READ. The buyer comes from the session and is a predicate of the statement, so another shopper's order number answers the same 404 as one never issued. On a mall host the request is served at the store that owns the order. No request body. IDEMPOTENT. An order already completed (by the seller or an earlier call) answers 200 with the order and writes nothing. An order not yet shipped, or cancelled, is 409 order_not_shipped.
