Read a rail's funding balance

GET
/api/recon/v1/rails/{rail}/balance

Reads the rail's own funding position, PROXIED to the internal disbursement-service (D30). Gated by recon.disbursement.read.

This is an OPTIONAL rail capability. A rail that does not implement it answers 409 rail_capability_unsupported, which a console should treat as "omit the panel" rather than as an error — deliberately distinct from the other 409s, which mean the rail is not set up.

Every amount is a DECIMAL STRING. Parsing one into a float loses precision on rupiah figures wide enough to matter. mode travels with the figure because a mock balance and a live one are otherwise indistinguishable.
