Coverage matrix for the TID-keyed report

/api/recon/v1/reports/transactions-by-tid/channels

Every channel in the provider catalogue with deliverable true/false and the reason. Every channel is listed, not only the servable ones: an operator who cannot find their channel needs to know whether it is undelivered, keyed per MID, or misspelled — three different remedies. deliverable_count is how many channels the single TID-keyed report serves.
