The store's cancellation requests and complaints (seller)

The seller's triage queue. One row per issue, newest first, carrying the same Issue the buyer sees PLUS the two things a seller needs to act on it: order_number and buyer_display. buyer_display is derived at READ time from the shopper's name — first name plus last initial — exactly as MarketplaceReview does, and is never the email and never a stored column. A seller triaging a complaint does not need a shopper's address book entry, and a stored display name would keep showing an old value after a rename. The merchant this call is fenced to comes from the STORE ROW that store_id resolves to — never from a request field — and the permission marketplace.order.read is then checked at merchant:<id>:marketplace:orders. An unknown store, another tenant's store and a store outside the caller's grant all answer the same neutral 404. total counts every issue matching the filter, not the page, so the console renders a pager without walking to the end.
