List effective notification and alert thresholds

GET
/api/recon/v1/settings/thresholds

Returns the tenant's effective thresholds — its own overrides, falling back to the platform defaults (source: platform) — plus the platform min/max limits each key may be set within. Requires recon.setting.read. liquidity.floor rows are returned only to callers that also hold recon.liquidity.read_detail.
