Publish the seller's reply to a review

PUT
/v1/marketplace/reviews/admin/{id}/reply

ONCE-EDITABLE, enforced by the statement's own predicate rather than by a read-then-check — so two console tabs cannot both pass a check and both write. The rule exists because a seller who can rewrite a public reply indefinitely can answer a one-star review politely, wait for the buyer to stop watching, and replace it.
